Both are caused by : genetic accidents. Down Syndrome occurs in a fetus with a full or partial extra copy of Chromosome 21, with characteristic features, congenital anomalies, hypotonia & Intellectual Disability. Turner Syndrome occurs in a female fetus with an incomplete or missing X Chromosome, with characteristic features, Non-Verbal Learning Disabilities, short stature & infertility.
