Nystagmus?: You mean they rhythmically move up and down? That would be nystagmus, and can be medication-related, tumor-related, or familial and harmless. You need to see an eye dr (optometrist or ophthalmologist) for examination and determination what is cause. Likely no treatment is necessary, but needs confirmed by exam.
