Absolutely: Most hair at birth is pretty dark. This will eventually shed (some lose it slowly and others fast - that's why you see bald babies sometimes). The permanent hair color will be growing in at about 6 months and may be a different color altogether. Hope that helps!

Yes: yes a newborns hair color can get lighter. Being out in the sun lightens hair as well.
