Swollen Lips: Angioedema refers to swelling that happens just below the surface of the skin, most often around the lips and eyes. In an allergic reaction, the body produces histamine, which causes blood vessels to swell. Angioedema is similar to hives, but with hives there are itchy red welts on the surface of your skin. Angioedema is a deeper swelling. Another possibility is an allergic contact dermatitis.

Likey allergic rxn: Allergic reaction to a number of things could cause swollen lips with associated "itchy" (sic). Angioedema can cause swollen lips. Important to note if localized to one area or involves the upper and lower lips diffusely.
