Not herpes: This partly duplicates my previous reply to the same question, which included "...genital herpes is not a likely cause of 'isolated red bumps on thighs', and for sure isn't the cause of such problems associated with hairs. No worries about herpes." Herpes lesions rarely if ever can "have hairs coming out". This is a sign of folliculitis, not herpes. And the thigh is an uncommon site for herpes.
