Depends: Could be balanitgis or phimosis, an inflammation of the penis, usually yeast related. May ne from aggressive sexual or or anal intercourse. Some lubes can be irritating- check for aqueous based ingredients. I suggest 15-20 minutesw of gentle foreplay for adeqaute lubrication.
