HPV causes cancer: HPV causes cancer. Herpes does not. However, very rarely, herpes can cause a quickly deteriorating brain infection called encephalitis. That can lead to death. So, it depends on the situation. In summary, there is no safe sex.

HMMM: Depends on your perspective. Herpes is usually more painful when you get an outbreak, but HPV can cause cancer and or genital warts that can be so extensive that you have to undergo extensive laser surgery that can leave you permanently scarred. Cancer of course can result in needing painful surgeries, biopsies, and death. So they both are pretty bad. HPV at least has a vaccine available.
