Often xerosis: Dry sky (xerosis) is common on extensor surfaces (the "outside" of knees, elbows, arms, forearms, shins, etc) particularly during dry winters or frequent bathing/washing. It may or may not represent a mild form of atopic dermatitis/eczema which involves intrinsic problems of the skin. Try humidifier (esp to bedroom), emollients, less bathing and consider Lachydrin (lactic acid) to soften hardened plaques.
