Difficult to tell: It can be difficult to tell between excess fat around your breasts vs gynecomastia. If you do not have any tenderness around your nipples, it is more likely fat. You could get an ultrasound done if you really want to know, but weight loss is likely the be best way to proceed.

Gynecomastia is usually benign, but you should be evaluated by your primary care doctor to rule out other rare, treatable, but more dangerous causes of breast enlargement. Typical benign gynecomastia can range from dense breast to a more fatty appearance. Usually harder tissue beneath the nipple can be appreciated beneath the nipple. If it all goes away with weight loss, it's fat.
