Rash: If yeast buy an over the counter anti-fungal topically. If no improvement see a urologist or dermatologist.

Rash : you may have a condition called balanitis. If indeed a there's a fungal rash, it should be treated by a combination anti-fungal and steroid cream such as nystatin/triamcinolone.
