Yes: Abnormal bleeding on birth control pills is by definition break through bleeding and is common when you are just starting pills or if you forget or take your pills late. It can also be caused by infections like chlamydia and abnormal cells on the cervix. If you have been taking the pills at the same time every day get in to be checked. Better safe than sorry.
