I would Not: I would suggest bthat this really does not help much. But use the saline nose drops with mild suction and a humidifier for the best current effeect.

Please don't : I consider vick's a fragrent air pollutant that causes many infants to get more congested.I discourage it under the age of six and have never actually recommended it for any kid. Mom used it on me & that is fine but hopefully decades later we learn to avoid some of the things they did for no evidence based reason.
