Yes: If your doctor can reach your cervix during a pelvic exam then the average male penis can make contact with it during sex as well. Sometimes women have to make their partners back off on depth of penile insertion. In fact stimulating the outer third of the upper vaginal means more likely to stimulate the g spot. If your partner is inserting to your cervix, that may be too deep for you.
