Hydrocortisone cream: It sounds like you're describing a condition called seborrheic dermatitis. Use a dandruff shampoo, even on balding areas, and apply Hydrocortisone cream daily if the skin is dry and flaking. Be sure to wear a hat to protect your scalp from the sun to avoid developing skin cancer.
