I have a slight sunburn, is sph 30 enough to keep it from getting worse when i'm outside?

Outside p/ sunburn: It is best to limit your sun exposure if you already have a sun burn. If being outside is unavoidable, say because of work, i would suggest using spf 30 in addition to sun protective clothing, wide brim hat and sunglasses.
