Mainly the light sensitive rod cells populate the peripheral retina that make up side vision. You are born with all the retina you're going to get. You can't make more. No drugs or supplements markedly improve their function. Bilberry supplements can marginally improve night vision.

No : Our peripheral vision is not as good as the central vision. Our vision of 20/20 is in the very center of the eye. Immediately on the side of the center of both eyes the vision deteriorates and there is no way to change it. The peripheral vision is useful to see the figure of the people and the waiter on the side of you but we cannot distinguish the the detail. Losing periphery might be a disesae.

different functions: The central retina (macula) has tightly packed photoreceptors and is used for fine details (print, facial features, etc.). The peripheral retina has less tightly packed photoreceptors and therefore sees less sharply- but it is very important to rapidly detect moving objects from the periphery and for instance, is used in sports and driving as a very important portion of the vision.

No, but...: Peripheral visual acuity (sharpness) can not be improved, but you can learn to pay better attention to it. Team sports like basketball and soccer are a great way to improve your ability to use your peripheral vision as long as you force yourself to try to see the whole court or field at the same time.
