Swollen lips: I assume the swelling went down and you are left with the residual skin irritation. You need to give the skin time to heal. Apply a moisturizer as the dry skin may peel.

Red, swollen lips: Probably not serious. Why were your lips red and swollen? If it's from excess moisture, as in chronically licking your lips, the red line will go away as the skin heals.
