No: Coconut oil will not improve under eye wrinkles. Moisturizing your skin may make your skin look a little better for a day or so but not in the long run. The best home treatment for wrinkles is retin-a. However, you will need to see your physician to get a prescription and for advise on how to use the medication while avoiding side effects.

No: Wrinkles ate from breakdown of connective tissues in the skin over time, accelerated by sun exposure & smoking, & by gradual laxity (looseness) of the connective tissue around the eye that allows some of the fat pads around the eye to push forward giving a "puffy" appearance. Any moisterizer like coconut oil can improve the appearance of dry skin but has not effect of the connective tissues under.
