No: The semen must make its way into the vagina. Several layers of clothing (both of your underwear and outer clothing) are an effective barrier.

Not how it works: Getting pregnant is really simple. Sperm must be in the vagina. If not sperm gets in the vagina then pregnancy is not possible. If sperm gets in the vagina then pregnancy is possible. Pregnancy is not possible in the situation you described.
