Multiple things: Neutrophils may be destroyed in circulation due to auto-antibodies, may be "sequestered" in an enlarged spleen, or be consumed in an overwhelming infection.

Autoimmune Dz: Certain autoimmune diseases can form antibodies against neutrophils triggering destruction of these white cells in the peripheral circulation. Splenomegaly due to liver disease & portal hypertension can cause sequestration not only of neutrophils but other blood cells in the blood as well leading to entrapment of white and red blood cells & platelets in the spleen causing pancytopenia.
