Not really: There is a genetic and age related redistribution of body fat that you cannot control. Exercising can keep the under lying muscles stay firm and bulked up to a degree, but if you have a racial predisposition to having a flat butt it probably won't help much. Some plastic surgeons do "butt" implants.
