Probably not: While it is possible to remove hair forever, this is difficult. This depends on the machine, the person doing the procedure and the anatomy involved. The procedure requires damage of the hair follicles, which require repeated treatments and some hair follicles may escape treatment. The typical desire is a long term solution but probably is not forever.

Maybe: Laser hair removal is young only about 11 years old so we don't really know the long term reduction in hair. A positive result is an 80% reduction in hair. So far the majority of the time there is minima regrowth at 10 years but in all likelihood if the follicle isn't dead there will be some regrowth in years to come
