Be evaluated: Chronic lip inflammation can be secondary to a variety of bacterial, yeast, or viral infections. Sunburn or windburn can also create chapped lips. You could also be allergic to a component of your lip balm. I recommend seeing a dermatologist to help sort this all out.

Lip balm: Use a lip balm of some kind often throughout the day. Heat inside and wind / cold outside can dry the lips. (and face) it may take days / weeks to resolve. Good luck.
