No: Neither sperm nor seminal fluid is "reabsorbed".

Sperm yes, semen no: Sperm trapped by blocked spermatic, epididymal tubes or vas deferens (latter after a vasectemy) eventually die & disintegrate. Products of disintegration are then absorbed by macrophage cells. Various components of semen produced by prostate gland, seminal vesicles & cowper's gland escape into the urethra. Theoretically blocked ejaculatory or prostatic duct/s might lead to seminal fluid absorbtion.
