Get ears checked: Many hospitals have cleft palate teams a member of which is an ENT doctor because there is a high incidence of ear fluid, deafnes and eustachian tube dysfunction in patients with cleft. At your child's age there should be intelligible speech so i would definitely recommend seeing an ENT doctor first who can check the ears and hearing, put in ear tubes if needed and get a speech therapist involved.

Growth is personal: Your son's speech development may be slowed by the corrective surgery or may be just his normal timing. Every child is different. You should speak to his pediatrician about your concerns.
