Muscle: It is likely muscle bands / spasms from tension or injury or overuse. They rub over one another when rolling neck/shoulders. Can also be local fluid build up (same causes). Often improves w/massage and try cold compresses to area. If not improving, dr could rx med to help reduce spasm.
