Rather not: Your menstrual cycle should not cause any capillary fragility in your arm. However you should show these streaks to a physician, since it is really hard to tell by your brief description what these are.

Probably not: Red streaks in the skin may be from infected lymph. You at least have inflammation. You could try putting cold packs on the area, but if it doesn't go away you should see a doctor to get the condition diagnosed and treated.
