Hand cream: Most dry skin problems respond to simple moisturizing. The trick is to apply consistently until the skin softens. Also be careful not wear irritating shoes. If the problem doesn't resolve, see a podiatrist who can prescribe a stronger skin softening agent like urea cream.

Depends: On what it is. If its due to a bone spur the skin can be removed but will grow back. See podiatrist for the cause and treatment. Cream with urea may help some too.
