It's safe: There's little reason to think that cancer risk is increased by any repetitive trauma that does not actually make an epithelium grow at a tremendously increased rate (as smoking does). It's fanciful to think laptops mutate genes, which all cancer-inducers must do.

Possibly: Unknown. Prolonged thermal injury is associated with rare malignancies. There is limited studies/data, but some early analysis is worrisome: http://goo.Gl/30iam and http://goo.Gl/qevno and http://goo.Gl/5fdir and http://goo.Gl/hqjgb until we know more/have more studies, best advice is to be cautious and have a pillow under your laptop while on your lap.
