Depends: If they are arranged around the rim of the glans penis, they are normal structures. But if some of them are on the shaft of the penis and more randomly arranged, they may be warts, also called condylomata. These should be treated to reduce the chance of sexual transmission. As always, you should use condoms if not in a long term monogamous relationship.
