I can be: This can be symptms of a meniscus tear, early arthritis or a loose body floating in the knee. The history of onset along with some weight bearing xrays can help. If they are normal, a MRI will likely show a meniscus tear. This does often require surgery.

Sorry but there is no such thing as a "meniscus cartilage". These two separate anatomical structures are very different things.
