Depends: Depends what you mean by safe. For std's? No. For pregnancy? If your cycles are regular (every 28 days), then in general you won't be fertile during your menses. But, it still is wise to use condoms or other birth control all the time, especially of your cycles aren't 100% regular.

Protection: There is no safe time for sexually transmitted diseases. Although pregnancy is most likely to occur from sexual activity around the time of ovulation, it is best to consistently use protection if you are not ready for pregnancy for an STD.,
