Not really: Steroids have androgenic effect which can work like the male hormone testosterone. It does not affect the size of the penis but might affect the testis. The testis might get smaller ( atrophy) and might interfere with sperm production especially with prolonged use.

Steroids: They will have no affect on penis size, just testicle size. If that is all you are worried about, then you really need to investigate the overall short and long term affects of taking any steroid.
