Aluminum chloride: I recommend otc certain dri pads. They are full strength antiperspirant and should be rubbed on feet every night when you go to bed and are not planning to sweat. Antiperspirant works better when applied at night. If this doesn't work after a month or two, Botox or iontophoresis can be discussed with your dermatologist.

You can't: Unfortunately, this is a tough problem to have. Sweating is a uncontrollable event that happens. You can try drying agents to see if it can be controlled. Lots of daily sock changes as well. May try Botox injections just like they do for arm pit sweating. Good luck.
