Podiatry: In diabetes, even with "normal" blood glucose there is a danger to develop serious infection due to a compromised immune system and vascular flow. Podiatrists are trained to trim nails and minimize risks.

No: See a foot doctor. Medication does not help an ingrown toenail. It has to be cut or removed. In a diabetic, best to be done by a podiatrist.

Not a good idea: Many otc products contain salicylic acid and can damage skin. This is not good for anyone and especially diabetics. See a podiatrist.
