Don't worry yet: Just go for your regular gyn exam and let your doctor know you are ready for the screening. Pap smears are recommended to start in your early 20's (as it takes years for the hpv virus to start any precancerous changes). If you have never been sexually active it may not even be needed yet.

Sched Routine Exam: Current recommendations are to start pap screening at age 21 regardless of sexual activity. If normal, it should be repeated at 3 year intervals. Take it upon yourself to sched the appointment.

Local issue: The minimal information we have to review suggested you are in Great Britain. I have read that there the docs don't begin such screening until 25 or later, likely a NHS derived protocol.In the US, they begin within 2 years of 1st sexual activity or age 21 at the latest.I wouldn't get paranoid that they haven't called you in, but I would suggest you request it.
