See a doctor: The symptoms could be as simple as a viral infection and if the pain is mild and the bleeding minimal then you could wait and see if it goes away on its own. Dry air can also irritate the membranes of the nose and throat. However, if the symptoms persist, it can be a sign of something more serious.

Get seen: The blood in your phlegm could be simply from the sore throat (that may have now become scratched and raw). But, blood in the phlegm is not really normal. How much blood is there? You should get seen by a doctor as soon as you can. Good luck.
