ENT unless fever: This always need to be drained and the outpatient procedure can be done by an ENT as the er will only want to do this if it is an emergency (airway restriction or sepsis) i would go to an urgent care and see if they can get an ENT on call to do the job, .

If you can't swallow: This usually needs drainage and antibiotics. If you can't swallow it should be in the er (one that has access to ENT doctors). If you can swallow you can call a ENT to see if they can do it in the office. It's cheaper to do in the office but if you're sick they can give you IV fluids and antibiotics and pain medicine in the er.
