An adult penis with a firm erection is large enough if the penis touches the sides of the other person's opening, which is a vagina in the vast majority of cases. Additional penis width or length are fine, but not required.

No,but see urologist: Occasional adult males with micropenis may require help for both psychological and functional reasons if the phallus is too small to allow vaginal penetration. Hopefully, micropenis, if present in babies or young boys, is recognized and treated by an endocrinologist or pediatric urologist well before puberty.

Sorry a pipe dream.: You and millions of other men wish they had a larger penis. True penile enlargement after end of puberty puberty is a pipe dream. Surgery to divide suspensory ligament of penis only gives a pseudo-enlargement appearance. Wrapping silicone under skin around penis can inctrease penile girth but you risk loss of sensitivity. No medications exists, to enlarge penis in spite of wild claims via internet.
