Yes: Unless you are 100% sure you are not ovulating (continuous birth control, surgery, post-menopausal, etc), there is always a chance. More importantly, see your dr to figure out why you're not having periods!

Yes: You can but it may be harder. If you don't have a cycle, it is more likely that you are not releasing an egg. But you can at any time. If you want to be pregnant, you should see your doctor. If you don't please see them anyway. 9 months is too long without a cycle unless you are on hormone medications to stop.
