Yes it is: The herpes virus is contagious and is spread via saliva. See a doctor to be evaluated. Herpes usually last 2 weeks in duration and it is characterized by painful sores which turn into blisters. Usually these sores will present on the lower lip.

Yes: You can have herpetic lesions on the tongue. They may erupt on the inside of mouth near teeth or palate. They are common on border of lips. They can be contagious from contact. No kissing or oral sex. They can spread by contact to other areas of your body like eyes or fingers.
