Hard to tell: It is hard to say without looking at it...Is it still there? Does it hurt?..Several other history and physical answers would be helpful, also. I would i would suggest that you go and see your family doc or a dermatologist...

Hair: Details are lacking but it may be sebaceous cyst. They can occur elsewhere, scalp back etc. Usually hard moveable. They must be surgically treated but unless infected harmless. White is probably sebum or congealed excretion that can not be excreted due blockage of pore. In scalp old term is a wen.
