Yes: Doing this won't hurt your eyes but if the colored contacts don't have any power, they wont help the vision.

After an eye exam.: Yes. But only if you have an eye exam first by an ophthalmologist or optometrist.. Buying colored contacts from beauty supply shops or other unauthorized sellers can lead to serious eye problems such as infection.
