No: If you assume women are more arrtractive in menses, then they are not necessarily so on the pill. The pill prevents ovulation and all the hormonal change that go with it..

State of mind: Sexual attractiveness and arousal are a function of hormones, pheromones, and most importantly a "state of mind". The oral contraceptive pill/hormonal forms of contraception prevent the surge of hormones and subsequently ovulation. Thus, the "state of mind" influence on attractiveness is the only function of the above factors in play.
