An unlucky person can catch the flu after a flu shot several years in a row, but not due to the flu shot. The flu shot does not contain live viruses (but the nasal spray flu vaccine is alive). If she has the real flu, then she is contagious for a week or so.

Not the flu: If she got the flu shot (as opposed to the nasal spray), it is impossible for her to get the flu from the actual flu vaccine. Perhaps she has a different virus giving her the current symptoms, or a mild reaction to the vaccine. If this happens every year, reaction seems most likely. She will not be contagious in this case and poses no contagion risk for your family.

Vaccine reaction: The flu shot contains dead material.It does not cause infection;however a person that has symptoms every year after the flu shot likely has an allergy to some of the vaccine components.If so the reaction has no potential for being contagious to others.
