I think it's bad: Although, I am not sure what source you quoted, if it is true, i feel very bad about this fact. Genital herpes is sexually transmitted, so the spread of it just tells how bad morals have gone to be in this country.

True, but....: About 20% adults in the US have blood tests showing they carry HSV2, the main cause of genital herpes. And indeed it's around 50% of African Americans (40% of males, 50% of females).
