Possibly.: If your blood pressure remains high, by definition, you have some degree of heart failure. However, a careful examination would help clarify the issue.

No: CHF doesn't cause one foot to swell (it causes both), and it doesn't go on for 2 years without getting better or getting worse. Most importantly, there are many causes of swelling in the feet whereas swelling is only one of many symptoms of chf.
