Variation of normal: Those are "inverted nipples" and are common (10-20 % of women), and of no concern in a young healthy woman. Pregnancy and sexual activity may stimulate the nipples to protract (go outward).

Breast ?'s: A 15 yo female who has not had breast development as yet should be tested for normal hormonal levels. If tests are normal, and do not show estrogen levels in normal range, other testing should be done.
