Anovulation: It sounds as if you're experiencing anovulatory cycles. These are cycles in which the ovary fails to release an egg. This disrupts hormonal levels and makes the cycle abnormal.

Multiple causes: Several conditions can cause delay in menstrual periods. How many pregnancy tests did you take and what kind? If you indeed are 3 weeks late, and tests are negative, pregnancy is unlikely, but a simple visit to a gynecologist or even family practitioner would do loads more than posting questions online, where we do not know the exact scenario.
