What are these red irritated marks around lips? i noticed after shaving and it comes and goes but is always in the same spot.

Raised blemish: It sounds like you have sensitive skin and even the slightest raised area will be irritated by the blade(s). Avoid the spot until the end of your shave. Then, very gently, with much lighter pressure & plenty of shaving cream for lubrication, take a single stroke over the area. Don't worry if it doesn't come completely clean of hair. Let the spot or spots heal & maybe it'll stop happening.
